Richard K. Turner
(Of Counsel)
Mr. Turner is one of the leading Administrative Law attorneys in the State of California. He is a graduate of Stanford University and received his law degree at the University of California, Boalt Hall School of Law, Berkeley. Mr. Turner is a contributing author to the leading legal treatise on taking a case to an administrative hearing entitled California Public Agency Practice, Matthew Bender, 1988, and on appealing an administrative agency’s decision entitled Administrative Mandamus, CEB, 1989.

He served as a deputy attorney general with the Office of the Attorney General, and as the Chief of the Administrative Law Section. Mr. Turner also served as Assistant Legal Affairs Secretary to Governor Ronald Reagan. He was one of the founders of Turner & Sullivan, a leading Sacramento Government and Administrative law firm and was the Founder and First President of the Sacramento County Bar, Administrative Law Section.
